Cash-Strapped Big Cities Seek TARP Funds to Stimulate Local Economies

TARP is not set-up to rescue the cities of the USA. If Congress wants to bail-out the cities for their poor planning and poor financial management, they need to set up another entity to do it. As a trade-off, these cities also need to immediately address their unfunded pension liabilities AND MODIFY THE BENEFITS FROM THESE PROGRAMS.
